Mission of the Office of Graduate Studies within the Division of Academic Affairs
To provide resources, services, and leadership that support and guide the graduate academic programs across the University.

Vision of the Office of Graduate Studies for Graduate Programs
To be a powerful advocate for advancing graduate programs that prepare ethical and globally minded professionals who have the knowledge, skills, and abilities to be leaders in their field and to make significant contributions in their chosen disciplines.

Guiding Principles
Advance a culture of academic excellence that supports graduate programs in their initiatives to:
• Develop graduate students’ ability to think critically about and generate creative solutions to problems specific to their fields of study
• Develop graduate students’ capacity to engage in an ongoing process of self-guided learning and discovery in their chosen fields
• Promote innovative and transformative education practices that foster:

• A passion for lifelong learning, personal growth, and professional development
• The generation and application of new knowledge and scholarly innovations
• Interdisciplinary learning and value added collaboration within diverse and multicultural communities
• Social justice and professional responsibility for advocating for the needs of local, regional, and global societies

Strategy1.1 TU 2020 Priorities Academic Excellence and Student Success
Provide high quality academic support services for part time and full time graduate students in collaboration with graduate programs, the academic colleges, and other academic units

Tactic 1.1.1 Enhance the quality advising for graduate students in their field of study, that is relevant   to their culture and future goals

Tactic 1.1.2 Expand writing and statistics support and resources for graduate students, including international students and students from diverse backgrounds

Tactic 1.1.3 Enhance language and study resources and support services to assist international students and students from diverse backgrounds to adjust to the university and to the surrounding community, and to succeed in graduate education

Tactic 1.1.4 Enhance library resources, information literacy programs, and library study space for full and part time graduate students

Tactic 1.1.5 Support graduate students’ involvement in professional association and scholarly endeavors, including conducting research, presenting at conferences and publishing research

Tactic 1.1.6 Enhance graduate students’ understanding of their academic rights and responsibilities through standardizing and publicizing of academic appeals procedures

Tactic 1.1.7 Support dissemination of graduate student theses and dissertations through the development and implementation of formalize electronic submission procedures

Strategy 1.2 TU 2020- Student, Faculty, Staff and Community Well Being; A Model for Campus Diversity
Provide access to high quality student services and health services for part time and full time graduate students in collaboration with graduate programs, the academic colleges, and other academic units

Tactic 1.2.1 Expand access to academic and career counseling services, health services, and other university services, tailored to the diverse backgrounds and scheduling needs of graduate students


Tactic 1.2.2 Create opportunities for graduate students to meet as and form a community of learners
Establish communities of support for international graduate students and students from diverse backgrounds
Establish cultural exchange communities between native and international students

Tactic 1.2.3 Strengthen capacity of Graduate Student Association to provide networking opportunities and serve as an information source for graduate students

Tactic 1.2.4 Enhance graduate student orientation programs to address the needs of non-traditional students, working professionals, and students from diverse backgrounds

Promote leadership opportunities for graduate students in collaboration with graduate programs, the academic colleges, and other academic units

Tactic 1.3.1 Identify and support leadership development and mentoring opportunities for graduate students

Tactic 1.3.2 Identify and support opportunities for graduate students to serve on committees and task forces within Towson University, the surrounding community, and their professional associations

Align graduate assistantships with the needs of the students, graduate programs, and available funding streams by partnering with graduate programs, the academic colleges and other university units

Tactic 1.4.1 Streamline and standardize application process for graduate assistantships

Tactic 1.4.2 Align notification of availability of graduate assistantships with graduate program admission cycle

Tactic 1.4.3 Develop additional categories of and funding sources for graduate student research assistance

Tactic 1.4.4 Align stipends for graduate assistantships with those of similar universities

Tactic 1.4.5 Meet and confer with graduate assistants at least twice yearly to identify and resolve concerns related to graduate assistantship roles and responsibilities, policies and procedures

Goal 2: A Nationally and Internationally Recognized University

Strategy 2.1 TU 2020 - A Model for Campus Diversity
Support the curricular rigor of graduate level international programs in collaboration with graduate programs, the academic colleges and other academic units

Tactic 2.1.1 Ensure that all graduate level international programs comply with Middle States, MHEC and ISSO standards

Tactic 2.1.2 Ensure that all graduate level international programs have adequate resources for program/course delivery

Tactic 2.1.3 Ensure that all students in international programs meet standards for program admission and graduation

Strategy 2.2 TU 2020 Internships and Experiential Opportunities
Promote external partnerships that support graduate education and scholarship in collaboration with graduate programs, the academic colleges and other academic units

Tactic 2.2.1 Identify educational partnerships in the region, nationally and internationally that promote professional growth and address societal issues

Tactic 2.2.2 Identify research and scholarship opportunities in the metropolitan region, nationally, and internationally that promote professional growth and address societal issues

Strategy 2.3 TU 2020 - A Model for Campus Diversity
Attract, educate, and retain a diverse graduate student population in partnership with graduate programs, the academic colleges

Tactic 2.3.1 Identify targeted populations of students, including non-traditional students from diverse backgrounds and develop creative regional and national marketing strategies for attracting them to Towson


Tactic 2.3.2 Develop and implement marketing strategies for targeted program

Tactic 2.3.3 Explore and develop regional, state, and international Towson Learning Network (TLN) partnerships

Tactic 2.3.4 Create a welcoming multicultural campus community for graduate students and graduate faculty to foster interdisciplinary discourse among stakeholders who hold diverse views

Goal 3: A University with High Academic Standards

Strategy 3.1 TU 2020 Academic Excellence and Student Success
Support the academic rigor of current and proposed graduate level programs in collaboration with the graduate programs, academic college, and academic units

Tactic 3.1.1 Establish guidelines and procedures for incorporating learning objectives and learning activities in all graduate programs to:
• prepare ethical and globally minded professionals who have the knowledge, skills, and abilities to be leaders in their field and to make significant contributions in their chosen discipline.

• promote the generation and application of new knowledge, and scholarly innovations

• promote an ongoing process of self-guided learning and discovery

Tactic 3.1.2 Comply with Middle States and MHEC standards, and external accreditation agency standards, where appropriate

Tactic 3.1.3 Assess and develop graduate course syllabi and learning activities to promote critical thinking, and generation of creative solutions to problems specific to their field of study

Tactic 3.1.4 Establish procedures for identifying and referring graduate students who are struggling academically or personally to appropriate campus or community resources for support and assistance

Tactic 3.1.5 Procure resources to support service learning initiatives in graduate level programs

Collaborate with the Center for Teaching and Learning to design and implement faculty development programs and workshops in graduate teaching and adult education

Tactic 3.2.1 Identify and disseminate effective strategies for promoting transformative learning, critical thinking and writing within graduate education

Tactic 3.2.2 Identify and disseminate effective strategies for using of technology as a pedagogical tool

Sustain high quality of faculty teaching graduate level courses and serving on theses and dissertations in collaboration with the graduate programs, academic colleges and other university units

Tactic 3.3.1 Strengthen policy and procedures that support strong academic credentials and a record of successful instruction at the graduate level of graduate faculty

Tactic 3.3.2 Strengthen policies and procedures that support graduate faculty’s active engagement in scholarship, currency about best practices in their fields, and expertise in course content

Collaborate with Alumni Affairs to create a data system for tracking careers of graduate students for post-graduation

Determine strategies and procure resources for developing and maintaining quality programs in collaboration with graduate programs, academic colleges, and other academic units

Tactic 4.1.1 Clarify guidelines for program director qualifications and assessment processes

Tactic 4.1.2 Examine and redefine graduate program director workloads and compensations, where appropriate

Tactic 4.1.3 Revise and publish handbook and provide a directory of resources for graduate program directors

Tactic 4.1.4 Establish program director networks within each college to meet regularly to discuss strategies for and to identify needed resources for developing and maintaining excellence of graduate programs

Tactic 4.1.5 Determine equitable workloads for supervision of graduate students using a model appropriate for faculty workloads at Towson

Tactic 4.1.6 Prioritize the procurement of print and electronic resources to support the curricular offerings of graduate programs

Tactic 4.1.7 Enhance resources to involve community expertise and graduates as contributors to graduate education

Determine appropriate size for existing programs and development of future programs in collaboration with the graduate program, academic colleges, and other university

Tactic 4.2.3 Identify markets and opportunities for developing and staffing appropriate graduate level academic courses and programs for on-line delivery

Identify collaborative opportunities across departments, colleges and divisions to create innovative learning programs and experiences for graduate students

Tactic 4.3.1 Foster interdisciplinary and inter-college workshops, seminars, service learning projects, and other learning exchanges

Tactic 4.3.2 Encourage and support interdisciplinary graduate programs that will meet evolving local, regional, national and global societal and workforce needs
